  • If the business person is no longer within the mandatory social insurance participation age or has completed their mandatory social insurance obligations, the report must specify the reasons and provide supporting documents;
  • If the business person is not required to participate in mandatory social insurance, the company must submit a confirmation document.

2. Service for applying for the APEC card

Conditions for obtaining an APEC card

In addition to obtaining official approval for the use of the ABTC card from competent authorities, organizations, enterprises, and business people must meet the following conditions:

1. Conditions for the organization or agency where the business person is employed

The organization or agency where the business person is employed must have a need to send personnel for frequent, short-term travel to APEC member countries to attend conferences, seminars, annual meetings, and activities related to cooperation and economic development.

2. Conditions for the enterprise where the business person is employed:

  • The enterprise must have been in operation for at least 12 months, comply with the laws on commerce, taxation, customs, labor, social insurance, and other relevant regulations.
  • The enterprise must engage in direct business cooperation agreements with partners in the APEC economic bloc.
  • The enterprise must have a need to send personnel for frequent, short-term travel to conduct business, trade, investment, services, or other economic activities in APEC member economies.

3. Conditions for the business person applying for the ABTC:

  • The business person must be 18 years or older and have full legal capacity.
  • The business person must hold a current position and have been employed at the organization, agency, or enterprise for at least 12 months up to the time of applying for ABTC use approval.
  • The business person must not be subject to any temporary exit ban according to the law.

Application and procedures for APEC card issuance

1. APEC card application documents

➤ For the procedure to obtain official approval for the use of the APEC card, the application file includes:

  • A valid passport or documents showing the need for frequent, short-term travel (certified copies or notarized electronic copies);
  • A comprehensive report detailing the taxes paid by the enterprise or business person to the state budget within 12 months prior to the application for ABTC use approval;
  • A commercial contract signed directly or through electronic transactions with an APEC member partner, valid for up to two years from the date of the application for ABTC use approval (certified copies or notarized electronic copies);

  • An official letter granting permission to use the ABTC from the competent authority, valid for at least 6 months from the date of submission.

2. Competent authorities for issuing the APEC card

  • Issuing the official letter granting permission to use the APEC card: Specialized agency of the ministry or sector;
  • Issuing the APEC card: Department of Immigration Management (QLXNC).

3. Process and procedures for applying for the APEC card

➤ For the procedure to obtain the official letter granting permission to use the APEC card

If the application is valid:

  • Within 53 working days, the specialized agency of the ministry or sector will receive, review, and submit to the competent authority for approval to issue the letter allowing the business person to use the ABTC. If the conditions are not met, a notification with reasons will be issued;
  • Within 5 working days, the competent authority will review and issue the letter granting permission to use the ABTC. If the application is rejected, a notification with reasons will be provided.

If the application is incomplete, the specialized agency of the ministry or sector will guide the applicant to complete the application using Form CV03.

The agency, organization, or enterprise applying for the APEC card can choose to receive the results in person, by mail, or online through the public service portal.

Note:

The official letter granting permission to use the APEC card is valid for a maximum of 6 months. Therefore, after receiving this letter, the agency, organization, or business person must proceed with the APEC card application. If the validity expires, a new application for the letter of permission will be required.

➤  For the procedure to apply for the APEC card

If the application is valid: The Department of Immigration Management will issue an appointment receipt for results either directly or the public service portal system will send a message or email notifying the receipt of the application and payment of fees as per regulations.

  • Within 3 working days from receiving the valid application and fees, the QLXNC will send the applicant's information to the competent authorities of the APEC member countries;
  • Within 21 working days, the competent authorities of the APEC member countries will review the application;
  • Within 3 working days, after receiving feedback from the competent authorities of all APEC member countries, the QLXNC will proceed with issuing the ABTC. If the application is rejected, a notification with reasons will be sent.

If the application is incomplete:

The Department of Immigration Management staff will guide the applicant to complete the application using Form CV03, or the public service portal system will send a notification via message or email.

The agency, organization, or business applying for the APEC card can choose to receive a physical card or an electronic card:

  • For the physical ABTC card: Receive it directly at the QLXNC or via mail;
  • For the electronic ABTC card: Receive the ABTC electronic account directly at the QLXNC or online through the National Public Service Portal or the Ministry of Public Security's Public Service Portal.
